African Academy of Disability Sport

Dr. Nabil Salem President ASCOD signed the contract between African Sports Confederation For Disabled , International Paralympic Committee & GeorgiaState University to have the African Academy of Disability Sport .

ESTABLISHMENT OF THE AFRICAN ACADEMY ofDISABILITY SPORT

1- The Collaborators hereby establish anorganization named the African Academy of Disability Sport (hereafter referredto as the Academy).

2- The Academy shall not be a legal entity.

3-The Collaborators shall hereafter workcooperatively through the Academy to foster the development of internationaleducational and research initiatitves that promote peace and understatnding,human dignity, and human rights for people with disabilities through sport.

OBJECTIVES of the ACADEMY

1- The Academy shall be beneficial for Africanpeople with a disability by increasing their access to organized sportand recreation programs and professionally enhancing the knowledge andexperiences of African coaches, referees, administrators, classifiers andmedical personnel working in the area of sport and recreation for peoplewith a disability.

2- The Academy will focus on research intoissues affecting sport and recreation for people with a disability in Africaincluding issues of accessibility, availability of programs, and sportscience/medicine. This research will lead to focused training programmesfor coaches, officials, classifiers and administrators in the field ofsport and recreation for people with a disability. The Academy aims toempower people working in the area of sport and recreation for people witha disability to promote sport/recreation as more than just rehabilitation.Sport at an elite level has been shown to offer many positive benefitsof a social, psychological and physiological nature for the athlete witha disability.

3- The Academy will also ensure that sportfor people with a disability increases awareness as a precondition forequal participation and leads to sport opportunities in both casual andorganized settings. The Academy and its related activities is, therefore,a long-term project which can have an impact on other continents in needof similar development or with similar problems for people with a disabilityas those in Africa.

4- Participants in the Academy’s programmeswill derive benefits from theoretical, technical and practical coursesthrough the transfer of knowledge between ASCOD, GSU and the IPC to theparticipants of these programmes.

5- The main focus of the Academy will beto qualify people from the African continent in the fields of administration,classification, coaching and officiating sport for people with disabilities.Further, the Academy will seek to :

* Ensure the exchange of information betweenthe participants and instructors

* Assist in evaluating the further trainingneeds of African countries

* Establish and review periodically thecontent of training programmes offered

* Update information and distribute to allAfrican National Paralympic Committees (NPC) to ensure best practice isshared

* Create an information database system

* Coordinate the participation of othertertiary institutions and stakeholders in the Academy programme

* Develop instructors from Africa to offercourses on the continent

* Invite participants from other parts ofthe world to ensure the Academy ideal is developed

* Perform focused research in sport andrecreation for people with a disability in Africa and its people includingissues of accessibility, availability of programs, and sport science/medicine

6- Summarizing the above, the objectivesof the Academy are to :

* mutually develop a research programmeand educational curriculum focused on sport development for people witha disability in Africa

* deliver the educational curriculum throughworkshops and seminars both in Africa and the United States of Americaor other mutually agreeable locations as well as through print, electronicmedia (CD/DVD), video and internet

Angola Federation of Sport For Disabled

in 1993 a team worker from Ministry of young people worked by the disabled project of sport in Angola known his pratical project implementation in 2nd of January 1994 during the XXI intarnational meeting held in Coqueiros Stadium.

In this proof 28 Athletes were present, paraplegic, amputee and blind come from central Military Hospital of Luanda, national headquarter and the Neves Bendinha reabilitation centre.

OBJECTIVE

To foment sport for disabled people so giving the idea for sport for all.

To contribute for the mental health, valorisation and social integration of disabled.

To convince the civli society that disabled can as normal people to practice the sport as refreshing ambit as of revenue.

On 10 November 1994 was created the Association of sport for disabled people in Angola (ADDA) finished with 1st provincial championship athletics.

On 14th of September 2000 the Angola Paralimpic Commette (C.P.A) was created as agent that govern the disabled sport in Angola.

On 15th of December of 1996 was created the Angola Federation of sport for disabled

PROGRAMME D’ACTIVITES QUADRIENAL 2004-2007

SECRETAIRE GENERAL

INTRODUCTION

En 1997 un Comité de Gestion de Sports pour Personnes Handicapées a été crée et s’est affilié à la JAPHAF en 1997.

La Fédération Nigérienne de Sports pour Personnes Handicapées (FENISPHA) est créée le 30/10/1999 pour remplacer le comité de gestion de sports pour personnes handicapées et s’est affiliée en l’an 2000 à l’IPC (Comité International Paralympique). Elle gère le sport d’élite dans les différentes catégories de handicaps à savoir :

Les Handicapés physiques, visuels, intellectuels et auditifs.

Le Handisport est pratiqué à tous les âges et tous les sexes sans discrimination, de façon démocratique.

A. Le BILAN DIAGNOSTIC.

VUE D’ENSEMBLE

PRESENTATION

LA FENISPHA gère actuellement le handisport par délégation du pourvoir du Ministère en charge des sports. Elle est représentée à l’intérieur du pays par les Ligues Handisport. Elle est animée par un Comité Directeur (CD) de dix (10) membres et des départements spécialisés (commissions).

CARACTERISTIQUES

2-1 AU PLAN INSTITUTIONNEL

Selon le schéma institutionnel, la FENISPHA a des structures régionales ou sous-régionales pour soutenir la promotion, la vulgarisation et le développement du handisport.

Ces structures sont :

- les ligues au niveau des régions

- les équipes

La FENISPHA manque des structures types. Pas des clubs à l’intérieur sauf à Niamey. La licence et l’assurance ne sont pas instaurées. Le contrôle médical n’est pas régulier.

COMPETITIONS

De façon générale aucune compétition n’est régulière. Les compétitions nationales et régionales n’existent pratiquement pas. Même celles existantes ne sont pas pérennisées

MATERIEL

Elle a bénéficié d’une aide en matériel avec BUROPA (un Bureau à Niamey de vente de fournitures scolaires et administratives). Absence totale de dotation en matériels par le Ministère des Sports et de la Culture. Manque du Matériel didactique pour la remise en œuvre du plan d’action.

C. ORIENTATION ET STRATEGIES

1. PERSPECTIVES DU DEVELOPPEMENT

Le sport pour personnes handicapées devient de plus en plus important dans le quotidien des Nigériens car son importance n’est plus à démonter.

Consciente de cette situation, la FENISPHA a décidé d’apporter sa contribution pour développer le handisport au Niger pour une meilleure représentation de nos équipes.

1-1. OBJECTIFS GENERAUX

- Redynamiser les structures de la FENISPHA ;

- Promouvoir la pratique du handisport à tous les niveaux ;

- Promouvoir le handisport d’élite ;

- Optimiser la représentation du NIGER aux compétitions internationales ;

- Renforcer la cohésion nationale ;

- Assurer une intégration sociale véritable aux personnes handicapées.

1-2. OBJECTIFS SPECIFIQUES

- Renforcer la réglementation et la structuration de la FENISPHA

- Renforcer la formation des ressources humaines d’encadrement de handisport.

2-2 AU PLAN INFRASTRUCTURES DE L’ETAT

La FENISPHA utilise les infrastructures de l’Etat, des collectivités, des centres de jeunes et écoles appartenant à l’Etat. Elle manque d’aménagements spécifiques au handisport.

2-3 AU PLAN DES RESSOURCES HUMAINES

La non maîtrise de différents acteurs impliqués dans le handisport est due par le manque de licence. Néanmoins le nombre et la qualité sont en dessous de besoins.

2-4 AU PLAN DES RESSOURCES FINANCIERES

En dehors des actions spontanées des sponsors, les rares subventions de l’Etat et des collectivités territoriales, les ressources financières sont presque inexistantes. En 1999-2001, elle n’a pas mobilisé plus d’un million de francs (1 000 000 FCFA).

3. POTENTIALITES ET ATOUTS

Le principal atout s’offrant au handisport est la jeunesse de la population Nigérienne. Le Second atout est le fait que le handisport est un jeu éducatif, motivant et ludique, qui participe dans l’insertion sociale des personnes handicapées.

4. LES CONTRAINTES

4-1 LES PRINCIPALES CONTRAINTES INTERNES

- Insuffisance des cadres techniques de formation en handisport

- Irrégularité de compétitions locale ou nationale

- Faiblesse de la motivation

- Manque de licence

- Rareté de suivi médical.

- Absence d’assurance.

4-2 LES CONTRAINTES EXTERNES

- Non enseignement du handisport dans les établissements scolaires.

- Absence de championnat

- Absence du championnat ou coupe nationale

- Manque de détection, sélection des jeunes au niveau scolaire

- Absence des clubs structurés

- Insuffisance du fonctionnement des ligues.

B. ANIMATION NATIONALE

1. FORMATION

La FENISPHA a bénéficié des stages de la CONFEJES, de l’INASS-FID et de la Fédération Française Handisports. Aucun stage pour les cadres techniques n’a été organisé au plan National.

1-1 DIRIGEANTS

En septembre 2001, la Fédération Française Handisport a organisé un stage à Paris à l’intention des dirigeants sportifs. A part le Président Dr Baro Seyni aucun dirigeant n’a été formé tant à l’intérieur comme à l’extérieur du pays.

1-2 CADRES TECHNIQUES

La FENISPHA a bénéficié d’un stage de formation d’entraîneurs et animateurs sous l’égide de la Coopération ALLEMANDE et de la CONFEJES.

Aucun stage n’a été organisé à l’intérieur du pays par la FENISPHA.

1-3 JOUEURS

En dehors de la préparation des compétitions régionales et internationales les joueurs ne subissent aucun stage.
